Definition (plain English)
A movement certificate used in Turkiye-EU customs union trade for many industrial goods when the shipment qualifies under the union movement rules.
Why it matters commercially
An accepted A.TR can reduce or remove duty, but using it for the wrong goods, route, or customs status can create reassessment and penalty risk.
Example
Before quoting an EU customer, the exporter confirmed the goods were in free circulation and that an A.TR could be issued for the shipment.
Common mistake
Treating A.TR as a normal origin certificate or using it for products outside the customs union scope without broker confirmation.
